Auto insurance company lied about coverage?

I was hit by a guy and he says his policy is 15000. His insurance company said it was 5000. What if he's telling the truth? And they are not. It's been 2.5 months since I was hit and still nothing has been done. They are waiting for a quote or some bs

In my last question i mentioned that i am no longer insured. I do not have a car, so i cannot just go out and buy car insurance. so they said i need to be covered under one of my parents policy or something... My mom refuses to do it, Because i missed one month payment while i was on hers before.. And i have no one else who wants to...
